Requirements can appear in conditions, schedules, pricing instructions and addenda. Check tables and footnotes as well as narrative sections.
A compliance matrix connects the buyer’s instructions to your response and supporting evidence. It should show what is complete, what is missing and who needs to act.
| Field | Purpose |
|---|---|
| Requirement ID and exact wording | Keep one row per requirement and retain the buyer’s wording. |
| Source and version | Record document name, clause/page and relevant addendum. |
| Requirement type | Separate mandatory conditions, scored criteria and administrative instructions. |
| Response location | Point to the draft section, schedule or portal field. |
| Evidence and expiry | Name the supporting document, section and validity date. |
| Owner and due date | Make the next action and responsible person explicit. |
| Assessment status | Record confirmed, gap, uncertain or not applicable with a reason. |
| Final review | Record the final check separately from whether the answer has been drafted. |
Example only. These requirements, documents and owners do not describe a real procurement.
| Requirement | Evidence / response | Status | Next action |
|---|---|---|---|
| M01 · Current public liability cover at the requested level | Insurance certificate, page 1 | Uncertain | Finance: confirm cover and dates against the required period. |
| S01 · Explain quality assurance | Draft answer plus inspection procedure | Partial | Operations: add inspection frequency and escalation responsibilities. |
| A01 · Signed declaration | Buyer’s declaration schedule | Gap | Bid owner: obtain the authorised signature before upload. |
Requirements can appear in conditions, schedules, pricing instructions and addenda. Check tables and footnotes as well as narrative sections.
A complete paragraph does not resolve a missing certificate. Track the factual requirement and the draft answer independently.
Reconcile the latest addenda, attachments and portal fields. A matrix helps manage review; it does not certify legal compliance or guarantee acceptance.
