How to write a tender response using requirements and evidence

A useful tender response answers the buyer's actual question, explains how you will deliver and supports claims with relevant evidence. Start with the instructions and evaluation criteria before writing the sales narrative.

1. Build a response checklist

Read the invitation, scope, conditions, schedules and addenda. Record each required response, mandatory attachment, deadline and word limit. Identify anything that could make the submission ineligible. In VEYDR, review the extracted requirements against these originals and keep unresolved items in the action list.

2. Choose evidence before making a claim

For each criterion, select a current document or a comparable project example. Record what it demonstrates, its date and any limits. If the buyer asks for multi-site delivery experience, a general capability statement may be weaker than a specific example explaining the sites, your role, the delivery method and a verifiable result.

3. Give a direct answer, then explain delivery

A simple drafting structure is: direct answer; method; responsibilities and timing; supporting example; and how performance will be checked. For a mobilisation question, describe the handover, staffing, dependencies and reporting process. Replace every placeholder with a supported fact. Do not invent project results, staff credentials or certifications to fill a gap.

4. Review content and compliance separately

Ask whether the answer addresses every part of the question, then check whether the supporting evidence and required forms are complete. Reconcile pricing assumptions with the delivery method. Confirm names, dates, response limits, attachments and portal instructions. Leave enough time for the actual upload and any required approvals.
